What is Outcome Measurement?

Outcome measurement is a systematic method of assessing the extent to which a program has achieved its intended result. It attempts to answer the questions, "What difference did the program make?" and, "How did the participant benefit?" Referred to by various names, including Outcome Based Evaluation (OBE) and outcomes assessment, it is useful as both a planning tool and an evaluation tool.
